Harbor City

Harbor City is a ground-breaking development project involving the reclamation of 265 hectares of offshore areas in Manila Bay to build a new cosmopolitan, eco-friendly, and iconic waterfront city — “The Manhattan of Manila Bay.”

Highlights

Pasay is one of the smallest cities in Metro Manila. Its land area measuring barely 18 sq. km., half of which is occupied by the airport complex for which the Pasay City Government derives no income from real property tax.

To address urban congestion and decay, Pasay City has opted to harness its municipal waters for land reclamation to build a cosmopolitan, eco-friendly, and iconic waterfront city. Harbor City will create coastal mixed-use communities with every part of the development accessible within 15 minutes, its spatial organization designed to support how people work and live in a modern city.

Our Districts

With its seven master-planned, uniquely designed, and future-proof interconnected districts that put emphasis on work, life, and recreation, Harbor City will be the crown jewel of the Manila Bay area when it rises above water by 2025, and is completed by 2028.

Sustainability

The integrated development of Harbor City into a new eco-friendly investment, commercial and tourism hub will help accelerate economic development while uplifting the quality of life of Metro Manila residents, and supporting the rehabilitation of Manila Bay. Thus, Harbor City will balance the three dimensions of sustainable development: the economy, the people and the environment.

Highlights

Two components of the project will promote sustainability – Blue Infrastructure and Green Infrastructure.

Blue Infrastructure focuses on harnessing the fullest potentials of Harbor City’s waterways while Green Infrastructure emphasizes on revitalizing the ecology of Manila Bay through increased greenery.

Blue Infrastructure will involve the planting of mangroves as well as construction of landscaped roadways and wetlands to allow for biodiversity. As part of its commitment to reduce waste and reuse its resources, Harbor City will implement automated trash collectors and rainwater collection and storage facilities.

Green Infrastructure will focus on building greenery which would ensure a balanced ecological system. Trees and plants will surround the development in order to attract birds and other wildlife.

West Wharf

This district which is situated right in the western part of the main island where it has an unparalleled view of the Manila Bay sunset. It is envisioned to be the premier residential area in the island. With its high end entertainment facilities and west-facing promenade, this district is expected to be an area where the citizenry would be able to congregate and build connections with one another.

Downtown

Harbor City’s Downtown will enjoy a 20-meter wide open space that serves as a green lung for workers, residents, and visitors alike along the highly urbanized district.

Gateway

This district encompasses the eastern half of Island B, which includes a public promenade facing Manila Bay and a water taxi pier, Resorts, Hotels, and residential buildings line the promenade, with select developments having their own waterfront edges.

Arrivals and departures are facilitated by the Multimodal Transport Hub and marked by an iconic Transit Oriented destination, providing Harbor City a sense of arrival. This optimized connectivity to and from Harbor City reduces overall dependence on private vehicles and encourages an active and social lifestyle.

North Dock

Located on the Northern portion of island A, adjacent to the Central Park District. The North Shore offers a view of Old Manila, Manila South Harbor, North Harbor in its front, and Roxas Boulevard to its right. Access from the Park to the waterfront is via the Northwest and Northeast Park Corridors that open up to a walkable and recreation-filled neighborhood. Piers at the ends of these park corridors make the north coastline a landing strip for visitors arriving via different water transport modes.

Central Park

The Central Park District is the cultural hub of Harbor City. The forested green activates the city core and provides spaces for events and celebrations within the heart of the city. It is also part of the cultural spine of the city linking key architectural and community nodes. A series of grand lawns will offer flexible spaces for diverse activities both passive and active.
